If you want to design a house using the concepts in your drawings, you’d need to start with a professional architect. Have them draw up plans incorporating your concepts.
You’ll also need a structural engineer. This will be required to get your plans approved by the City. The architectural drawings will need to be supplemented with structural drawings.
For LEED certification, you would want to use a company like Global Green. http://www.globalgreen.org/ They could also help you figure out what products can be used to maximize the green credentials of your structure.
You’ll also need to comply with title 24. That’s usually done by a third party consultant. You don’t need to do this just yet.
The mechanical, electrical and plumbing systems you are proposing are unorthodox, so you would need engineers to help refine your design.
If you have a site in mind where you want to build your prototype house, you’ll need a geotechnical engineer to draw up a report. The report will outline recommendations on the suitable foundation systems that will be allowed.
Lastly, you’ll need a civil engineer. The civil engineer will work out your grading plans and utility work. Your foundations will need to be designed by a civil engineer as well.
I think that covers most of the consultants you’d need to get the ball rolling on an actual design that you can build.
Once your plans are approved, you can either build the house hiring contractors yourself, or you can hire a general contractor.
